Bipartisan Housing Bill Goes in Effect Without Trumps Signature

The 21st Century ROAD to Housing Act is a landmark bipartisan housing bill that automatically became law on July 12, 2026, without President Donald Trump’s signature. Trump refused to sign the legislation in protest of the Senate’s failure to pass his proposed SAVE America Act voter ID bill, but he did not veto it, allowing it to take effect under the Constitution after a 10-day period.

There are three branches of government. They are the Executive, Legislative and Judicial branches. Trump does not have the authority to decide which laws Congress passes. But if they pass a law, it is only right that he signs the bill whether he likes it or not. He could VETO the bill if he wanted to but Congress could override his veto, and the bill would become law anyway. The primary job of the legislative branch is to write, debate, and pass laws that govern the country. This branch, established by Article I of the U.S. Constitution, is composed of the bicameral Congress, which consists of the House of Representatives and the Senate. If Congress passes a law, the President MUST sign it. 

President Donald Trump was scheduled to sign the bipartisan housing bill during a ceremony at the U.S. Capitol on Wednesday, June 24, 2026, but he abruptly canceled the event just hours before it was set to take place.  Instead of signing the legislation, he demanded that Congress first pass the unrelated SAVE America Act. The SAVE America Act has failed to pass the Senate and is effectively dead as of July 2026. Although the bill passed the House of Representatives in April 2025 and again in early 2026, it stalled in the Senate due to an inability to secure the 60 votes needed to overcome a filibuster and opposition from both Democrats and some Republicans. 

Finally, a bipartisan housing bill passed overwhelmingly in the House and Senate, and all Trump needed to do was to sign the bill when it reached his desk. But he refused to sign it as a symbolic protest because the Senate failed to pass the SAVE America Act, an unrelated voting restriction bill he prioritized.  Although he declined to affix his signature, he did not veto the legislation, allowing the 21st Century ROAD to Housing Act to automatically become law on July 11, 2026, after the constitutionally mandated 10-day period expired.

Nobody knows it more that he himself. Donald Trump will effectively become a lame duck President in November if the House and Senate moves to a Democratic majority. If it becomes a super-majority in both the house and Senate, Donald Trump is in real trouble. The House Oversite committee which will be now run by the Democrats will investigate Trump and eventually he will end up testifying in court as a sitting President.

The Save America Act if passed would require the following…

    • Valid ID Before Registering to Vote in a Federal Election
    • Proof of Citizenship
    • No Mail-in Ballots (Except for Illness, Disability, Military or Travel)

So just to get his way, he decided that it was more important to try and pass a bill that the Senate refused to pass in two tries, and threaten to not sign legislation in protest. Donald Trump did not care whether the bill passed by the legislative branches. Trump was only concerned for himself. He wanted his bill passed that would require a valid ID before Registering to Vote in a Federal Election, along with proof of Citizenship, as the final act of his bill would eliminate mail-in ballots in most cases.

Actually, the Republican wanted to finally show a win to their constituents so that they could have something to run in November. The Housing bill is just that ticket they needed. But Trump didn’t care. Since he’s not going to be on the ballot because he can’t run for a 3rd term, he decides to shoot his own party in the foot and not sign the bill.

The Bipartisan Housing Act became law without his signature. Donald Trump once again proves that he is a lousy human being and could care less in helping others.
